Congestion Scheme Order consultation
I have the following comments on the above scheme.

* The boundary of the charging area is a sensible start
* The proposed charge is too low - it should be £10
* Hours of operation should be extended and include weekends
* Emergency vehicles, bus and taxi services and people with disabilities should be exempt
* There should not be a charging discount for powered two-wheelers
* The congestion charge should apply to residents within the congestion charge area
* The £100 penalty fee is appropriate
* Recidivists should be subject to criminal proceedings
* Congestion charge revenue should be permanently hypothecated
