CONSTITUTION OF THE Merton Cycling Campaign

  1. The name of the group shall be "Merton Cycling Campaign" or such other name as the group may decide at the Annual Meeting and this document is the governing document for the group.
  2. Merton Cycling Campaign (MCC) is established for the following objects: improve conditions for cyclists; raise the profile of cycling; encourage people to cycle
  3. MCC is a branch of the London Cycling Campaign (LCC) and inherits the objects and powers of that parent body from the Memorandum and Articles of Association of the LCC.
  4. MCC comprises LCC members resident in Merton and those other LCC members who opt to join the group.
  5. MCC recognises that some individuals and groups in society are discriminated against, and will take positive action to fight this discrimination in all areas of its work. MCC undertakes to follow the LCC equal opportunities policy.
  6. MCC may hold funds in designated accounts for the purpose of furthering the above objects. Such funds may only be spent in agreement with the MCC Borough Co-ordinator and Treasurer subject to the financial regulations agreed by the Management Committee of the MCC.
  7. MCC shall be governed by a committee comprising not fewer than three and not more than 12 members who shall be elected by all members attending the Annual Meeting or co-opted by the committee between Annual Meetings. This committee shall be known as "the Management Committee".
  8. The Management Committee shall comprise at least the following elected posts: Borough Co-ordinator; Treasurer; Secretary. Other MCC members may be elected or co-opted onto the committee to perform specific roles such as: Council Liaison; Campaigns; Events; Publicity; Membership; Newsletter editor; Special projects
  9. The Management Committee shall normally meet once a month and all members of MCC are entitled to attend.
  10. Once a year an Annual Meeting shall be held which shall be advertised in the preceding issue of London Cyclist magazine. All MCC members may attend the Annual Meeting and vote on decisions and elections of Management Committee members.
  11. Members of the Management Committee shall be elected for a period of one year at the Annual Meeting. Each candidate will be proposed and seconded by two MCC members. Nominations for Borough Co-ordinator, Treasurer and Secretary must be received by the Borough Co-ordinator no less than two weeks prior to the Annual Meeting; nominations for other posts may be notified to the Borough Co-ordinator in advance of the Annual Meeting and may also be made at the Annual Meeting. In the event of more than one person being proposed and seconded to any post, or more than 12 candidates in total, the matter shall be resolved by a show of hands.
  12. Any motions to the Annual Meeting must be received by the Borough Co-ordinator no less than two weeks prior to the Annual Meeting (unless of an emergency nature).
  13. The London Cycling Campaign may dissolve MCC borough group if no Annual Meeting has been held for a period of twenty-four months or for other good and just cause. On dissolution any assets will be absorbed into the funds of the London Cycling Campaign.
